Summary
This assessment will examine candidates on their ability to plan or approve lifting operations within the workplace. Ensuring that
the lifting operations are in compliance with LOLER regulations and company procedures, this assessment consists of a mix of theoretical examinations and practical assessments, used to assess the candidate’s selection of the appropriate lifting equipment to be used and plan how it should be used. Including the selection of suitable personnel with the necessary competence and experience to complete the task safely.
Objectives
By the end of this assessment, candidates will have demonstrated their:
- Knowledge of current regulations and the SSOWs which affect the planning and implementation of lifting operations
- Ability to coach and mentor lifting personnel under their jurisdiction
- Ability to supervise all aspects of lifting operations
- Ability to inspect and assess loads in terms of their weight, centre of gravity and security
- Capability to plan a lifting operation and prepare the risk assessment
Target Audience
This competence assessment is intended for personnel who will be required to plan and approve lifting operations in the workplace. While confirming all operations are conducted in compliance with Legislative requirements and company policies and procedures.
Prerequisites
It is the responsibility of the employer to ensure that candidates are ready to be assessed and have:
(a) Suitable and relevant experience in both crane operations and hoisting and lifting operations involving the use of portable lifting equipment
(b) A letter from the current employer recommending the candidate for LCP assessment including reference to the candidate’s supervisory and command & control capabilities and confirming his/her relevant experience
(c) Knowledge and experience of:
1. LOLER, PUWER and HASAWA regulations
2. Safe Systems of Work
3. Assessment of personnel
4. Management of personnel
5. The inspection of lifting equipment and the concept of discard criteria
6. Safe use of lifting equipment
7. The management of rigging lofts
8. Then planning of lifting operations
9. Risk assessment
Note to employers: There may be occasions when it may be appropriate for candidates to undertake a revision course prior to assessment, to refresh their knowledge of the regulations.
Award
An OPITO approved certificate will be issued upon course completion.
Revalidation
The OPITO approved LOLER Competent Person Competence Assessment is valid for 2 years and can be revalidated through the OPITO approved LOLER Competent Person Competence Re-assessment certificate.
